Recently when I try to connect my SQL 7.0 database(in my standalone server) , it does not allow me to do that. A dialog window stated: "A connection cannot be established- Timeout expired".

However, the SQL database is started but the problem is it can't establish an connection. There is a green arrow(indicate started) but can't see the red curly line(no connection established). Consequently, I can't see all my database folder, management folder and etc...
I tried to install the service pack 3, but got this error message:"Error running script upgrade.sql(1)" in the process.
The installation is incompleted and exit itself from the process(installation).

Urgently looking a solution.
Really crack my head.
Please kindly advise me on this issue.

Go in enterprise manager, click tools then option, go to advanced and set a connection time-out of 3000, that's the limit

Try resolving the first issue via:
http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q264123

and see if that resolves the second.
