 OLAP -Populating Fact table

I need to populate the fact table.AT present my fact table contains the following
Fact Table
Propertyid
Wardid
Haid
CountProp

Dimension table Ward

WardID
Ward
Ward Desc

Dimension Table HA
HaiD
HousingArea

I have set up a relationship between The fact table foreign keys and the Dimension table primary keys.

I assumed when I populated the dimension tables the fact table would also get poulated but it doesn't.

I am now trying to move the keys from the dimension tables in to a temp table so that I can use DTS to populate the fact table.

The problem I am encountering now is that I cannot use
Select Ha.Haid,Ward.wardid
from ward,ha

as this produces a cartesian matrix.

I cannot use union because
The number and the order of the columns must be identical in all queries.

The data types must be compatible

Please can someone reply as I am completely stuck
