Do we need another Win2k Server app with 12 users, SQL Server with 12 users - how much CPU grunt do we need etc

OK, I give up. What is Win2K TS? I know of Windows 2000 Server, Advanced Sserver, and Datacenter Server. The only thing I know of with TS would be Terminal Services, and that's not a version of the OS, but rather a different app.

So, with that disclaimer, let me make another one... It's really hard to suggest server hardware configuration / requirements when we have no idea what your application is or does. So here's my general suggestion: Buy the best you can afford and hope it lasts long enough.

In General SQL Server will benefit from big CPUs, fast disk drives, and a couple Gigs of memory. As for software requirements, I wouldn't have a clue other than you'll need one of the Server versions of Windows 2000, and you should get SQL 2000, since it is the current. However, whether you need SQL 2000 Standard Edition, Enterprise Edition, or could get by with MSDE (unlikely) is a decision you'll have to make based on your needs. Maybe this link at Microsoft's site will help: http://www.microsoft.com/sql/evaluation/features/choosing.asp
