I'm having the same trouble. I want to localise the date settings to UK.

I have change the regional settings etc. But it still won't accept dd/MMMM/yyyy instead of MMMM/dd/yyyyy

Found the answer.

The Logins under the security section were set to english. You have to set them to British English.

Sorry microsoft i just assumed the english language was created in ENGLAND and not america.
