You can use slq alerts but there is no such alert like the one u have mentioned ,I think u will have to write a customized alert.I don't know whethere there is a thing like customised alerts.

You'll probably need to write a service to do that.
I think that .Net has a LOT of Perf Mon stuff in it, that would make it fairly easy to write.

You can do this in the System Monitor (or Performance Monitor on NT 4.0). Just take a look at the alerts in the System Monitor. From there, you should be able to figure out how to do it. It's actually very simple. Let me know if you need help.

BTW, 40% utilization isn't very much CPU usage. Servers don't usually become sluggish until about 75% or above.
