Yes, SQL Server 7.0, regardless of what version, can be installed on W2k server. You should take a look at Microsoft's knowledge base to troubleshoot your installation problem or provide more details here in this thread.

According to Microsoft, SQL Server 7.0 Enterprise Edition requires Advanced Server or Datacenter Server:

srf is correct. You need Advanced server.
