They start running and then i noticed under Process Info in the E.M. that they are sitting there with a status of Sleeping. I can't not find any error messages, they are just stuck. Then the next time the job is suppose to run, it doesn't because it is blocked. I can not kill the process, the only thing that works is stopping the Server, then everything is fine, until these jobs run again."

Try recreating the maintenance plans. This has worked for others in the past.
