Grant permissions in a stored proc?

We have some 3rd party software running in house and in most of their stored procs they have a grant statement to specific db users at the end of each proc.

Example:

create proc sp_dostuff
as

select stuff from tblstuff where stuff like 'Stuff%'

grant execute to user1, user2 on sp_dostuff

I have always been told this is very bad practice. I would assume because the db is having to grant permissions very single time you run the sproc. Anyone have comments on this?

Thanks.
