There are many things you need to do.

1. The first thing I always do is check for blocking. Check out sp_lock, sp_who and sp_who2 and the current activity window in Enterprise Manager.

2. The second thing I do is to look at the Task Manager on the server to check on CPU usage and the other values on the Performance tab and I take a look at the processes tab to see what process might be eating up all of the resources.

3. Then you can use Windows Performance Monitor and/or SQL Profiler to monitor problems with the hardware with the former and and to check for long running queries, sql server memory issues, connection issues etc... with the latter.

4. Then I try to resolve software problems first and if the applications can not fixed\tuned any further, you address hardware issues identified in step 3.

If the performance issue is software based I might take a look at the index tuning wizard and the article entitled Optimizing Database Performance under the contents tab in SQL Server Books Online.

Are you joking? What kind of a question is that?
SQL Books Online is good. As is one of my favourite books "Inside SQL Server".
There are so many things that could be slowing your system down - including bad design (in which case you're pretty much screwed).
You need to provide more info that that if you want your problem solved on this forum.
