 how to restrict the user on mssql 7.0 from tcp/ip

hi all,
i am having problem related sql database . i am having number of client who want to access my databse on internet i.e without any interface .
is there is any solution by which i can restrict the user to access perticular database. that is provoding right just by recognising the tcp/ip.
in depth i am telling you that when a user with the tcp/ip address. 10.11.11.11 is entering in the database i am alowing him to access only xyz database and if request is coming from other address then access on abc databse .
