 Beefing up sql7 from 2 to 4 cpu-no improvement?

Greetings!

I've an app developed using ASP/VB-COM/SQL7. The app has been loaded on two boxes, one having IIS+MTS and other having SQL.

We were facing performance problems since past couple of months and we have been working upon it with tuning primarily our code. We did achieve about 80% improvement but this still is not over. We're again having a look at the code but that is going to take some time. In the mean time we thought beefing up of sql server as the cpu utilization of sql box was ranging between 60-80.

To our surprise when we put 4cpu box the response time didn't change even a bit. We tried foll.
In the SQL svr properties we dedicated 3 cpu for sql and 4th one for NT and checked "Boost sql server priority on winNT". Doing this too didn't help a bit.

Can anyone help as to how do we really make use of all cpus?
